Ballot Questions 1 and 2 are the result of responsible
and long-term strategic management. Together, they
are part
of a comprehensive plan to fund our town services,
preserve our Town's physical assets and meet our
financial obligations.
If you read nothing else, read
this:
Approval of Questions 1 and 2 will enable Wellesley to
continue to provide the level of services, the quality of
education and the collaborative spirit that we all
currently treasure.
IT TAKES A TOWN to make this
happen. It is our community responsibility. Your YES
vote makes a difference.
VOTE YES ON MAY 15th.

| Responsibility to Fund Obligations |
| |
Question 1 is about funding an obligation we
have already incurred -- the future retirement heatlh
insurance benefits to Town employees associated
with work already performed.
Simply put, we must fund what we have already
promised to pay employees for work they have already
done.
If we do not fund through this exclusion
(Question 1), we will have to fund this obligation
through the
operating budget, at the expense of other town
services and/or
greater overrides.
This obligation prompts many
questions which have been answered in a
Comprehensive Q&A. At the end of the day, it
must be funded. Question 1 offers the most cost-
effective and fiscally responsible means of doing so.

| Responsibility to Maintain Assets |
| |
Question 2 is about maintaining, preserving and
repairing our Town's physical assets. School
buildings, Morses Pond and the stormwater drainage
system might seem an unlikely group. However, they
have one thing in common: They all are important
town assets which we value greatly and have a
community responsibility to sustain.
The responsibility to sustain physical assets
is, of course, not a new one. However, it is readily
apparent that maintenance of our physical assets has
been underfunded in the last several years. It is our
responsibility now to address these needs and to
resume stewardship of these assets.
While the needs are not new, the system of
managing them is new. Town officials recognized that
Town buildings should be managed and maintained
according to a centralized and long-term plan. The
position of Town Facilities Director has
been created to
oversee the maintenance and management of all
19 Town buildings, including the 10 public schools.
Further, in order to maintain these assets in
the most cost-effective manner, Question 2 enables
projects to be bundled across multiple buildings over
3 years.
The new system of management ensures
that these assets will be appropriately sustained at
the lowest possible cost to the Town.

The funding mechanisms being proposed offer a
sound fiscal approach to managing the multiple
priorities facing the Town of Wellesley. Our Town
Officials have thoughtfully
considered how we might meet the
Town's needs into the future.
